Amended Bill 2 Preamble Statement

On Tues, March 13, 2012, Education Minister, Thomas Lukaszuk  introduced the following amendment to the Preamble of Bill 2 Education Act: This amendment was debated at length and passed on March 14. 
 
Whereas the Government of Alberta recognizes that parents have a right to choose the religious and ethical traditions in which their children are raised; that a child's education begins in the home; that parents play a foundational role in the moral and spiritual formation of their children; and that these principles are reflected in the commitment of the Government of Alberta to provide parents choice in education, including public schools, separate schools, francophone schools, charter schools, private schools and home education programs.
 
Changing the Preamble changes nothing.
 
The Preamble is like the introduction and has almost no power of law; the Articles of the Act, the body, hold the power.
The Minister didn't change the body of Bill 2.
 
An analogy:  The Minister has sent out a new, more flowery invitation to a dinner party but the meal is still inedible. Home educators and parents still cannot swallow this.

There is no indication that there will be an amendment to s.16 proposed by the PC government.
